VAT in Luxembourg, made simple.
Rates, registration, the €50,000 franchise, return deadlines, invoices, EU sales and penalties: everything a Luxembourg business needs to know about VAT, with every rule linked to the law or the authorities.
One VAT return a year, before 1 March.
Four rates, one rule of thumb.
The standard rate applies unless the law lists the goods or service in one of its annexes. Luxembourg's rates were cut by one point in 2023 only, except the 3% rate, and returned to their usual level on 1 January 2024.

Do you need to charge VAT?
Not sure? Our free VAT checker gives you an answer in a minute.
Register within 15 days.
A business established in Luxembourg that starts a taxable activity registers with the AED (the registration duties, estates and VAT authority) within 15 days of starting, with an initial declaration on MyGuichet.lu or by post.
You need a bank account first. A company sends its articles of association and the managers' ID. The AED then gives you a VAT number: LU followed by 8 digits, used for EU trade.
Who else must register:
- Foreign businesses whose sales are taxable in Luxembourg, in most cases.
- Non-taxable legal persons buying more than €10,000 of goods a year from other EU countries.
- Franchise and exempt businesses, before cross-border services or EU purchases where they owe the VAT.

Up to €50,000: no VAT.
Since 1 January 2025, a business established in Luxembourg with annual turnover up to €50,000 can use the franchise. It does not charge VAT and files no VAT returns, but it cannot recover the VAT on its purchases.
- Up to €50,000: franchise applies.
- Up to €55,000: the franchise continues until the end of the year, then stops the next year.
- Over €55,000: the franchise stops the day after you cross the threshold.
You can opt out and charge VAT anyway, for example to recover VAT on large purchases. The change applies from the following month, for at least one calendar year. Franchise invoices must say:

How often you file depends on your turnover.
Annual turnover excluding VAT decides your filing frequency. The AED sets it, and the monthly scheme is the legal default.
